Salary: $75,000.00/annual Type: Full Time/EXEMP
Reports directly to Assistant Director, SPAR. Responsible for the management of City of Shreveport Public Assembly and Recreation (SPAR)-Recreation Division. Assumes management responsibilities for recreational services and activities, including program planning, operations of sixteen (16) recreation facilities and all division personnel (full and part-time). Implements and manages goals, objectives and policies for the division. Monitors and evaluates the efficiency and effectiveness of service delivery and procedures. Oversees and participates in the development and administration of the Divisions annual budget. Monitors and approves division expenditures. Responds to and resolves difficult and sensitive citizen inquiries and complaints; negotiates and resolves sensitive and controversial issues. Prepare reports as requested on several recreation related subjects; including assisting in local, state and federal grant writing. Review contracts, bids and proposals. Attends and participates in professional development meetings, including maintaining awareness of new trends and developments in the field of recreation and leisure services. Attend community meetings as assigned and SPAR Advisory Committee meetings quarterly. Conduct interviews and makes recommendations for employment. Establish positive working relationship with co-workers, supervisors, external city departments/agencies and the general public. Performs other related duties as requested.

Candidate must have a Bachelor’s Degree or higher in Recreation or related field plus a minimum of five (5) years of responsible recreation administration experience or a combination of experience and education. Must have a minimum of three (3) years of supervisory responsibility. Comprehensive knowledge of managerial budgeting. Effective communicator, both orally and in writing. Must be able to work flexible hours, weekends, holidays and extended hours as needed or requested.

Position is performed in a combination of outdoors in an office environment. Work may be performed while sitting at a desk or computer terminal for varied periods of time or while standing for varied periods of time. Constant use of both hands in reaching / handling / grasping / fingering while performing duties or operating computers. Occasional heavy work includes lifting, carrying or moving up to 50 pounds. Occasionally ascends / descends stairs and other inclines while maintaining balance. Occasional bending, twisting at knees, waist and neck. Constant use of all senses including feeling, talking, hearing, seeing while performing duties and communicating with co-workers, general public and completing all tasks as assigned. Reasonable accommodations may be made to enable individuals with disabilities to perform the duties listed above.

Work may require frequent travel throughout the city to a variety of locations. May work outside in all weather extremes and be exposed to insects, dirt, dust, construction debris, and rough and uneven terrain. May work at high levels, in confined spaces, remote locations or in noisy work areas. Will be required to wear safety protective gear when necessary. May work evenings, split shifts, weekends or holidays during emergencies with limited advance notice.

The City of Shreveport (SPAR), in conjunction with Cumulus and Academy Sports & Outdoors will host the 30th Annual Dr. Martin Luther King Jr. Basketball Tournament, February 16th – 18th in Shreveport. This tournament is designed to unite men, women and youth of all ethnic backgrounds for three (3) days of fun, fitness, and community unity. Over $3,000 in cash prizes and awards will be given to championship teams. Over one hundred (100) teams, Pro Am to Youth from five (5) southern states will be participating, featuring some of the toughest roundballers in the South. The tournament is double elimination with a single elimination championship game. Registration deadline is Friday, February 9th .
